The Practice Qualification Registration Center of the Ministry of Housing and Urban Rural Development of China was established in April 1996 with the approval of the Office of the Central Organization Committee. It was officially established in December 1996 and is a directly affiliated public institution of the Ministry of Housing and Urban Rural Development. The center has a staff of 50 people and is equipped with 10 departments.

Under the direct leadership of the Ministry of Housing and Urban Rural Development, as the administrative body of the National Registered Architects Management Committee and the National Survey and Design Registered Engineers Management Committee, it mainly undertakes the examination, registration, continuing education, and international exchange work of registered architects and survey and design registered engineers, coordinates and guides various regions and professional committees to carry out professional qualification related work. Entrusted by the Ministry to carry out the examination and registration of construction engineers, the registration of registered supervision engineers, the management of vocational skills training in the housing and urban construction industry, the examination of professional qualifications for construction safety professional categories of registered safety engineers, and the preliminary examination of intermediate registered safety engineers.
