The Licensing Registration Center of the Ministry of Housing and Urban-Rural Development was approved by the Office of the Central Commission for Public Sector Reform in April 1996 and formally established in December 1996. It is a public institution directly under the Ministry of Housing and Urban-Rural Development. The center has a staff of 50 and 10 departments.

Under the direct leadership of the Ministry of Housing and Urban-Rural Development, as the office of the National Registered Architects Management Committee and the National Survey and Design Registered Engineers Management Committee, it is mainly responsible for the examination, registration, continuing education and international exchange of registered architects and survey and design registered engineers, and coordinates and guides local and professional committees to carry out work related to licensing. Commissioned by the Ministry to carry out the examination and registration of construction engineers, registration of registered supervision engineers, vocational skills training and management of housing urban and rural construction industry, professional subject examination of professional qualification of registered safety engineers in construction safety professional categories and preliminary examination of intermediate registered safety engineers.

The registration center takes "scientific, standardized, fair and strict" as its working principle and "serving the government and practitioners" as its working philosophy, earnestly implements the "Administrative Licensing Law", makes long-term plans, highlights key points, strives to improve the quality of licensing examination work, strengthens the standardization construction of registration management work, and ensures the quality of continuing education. Actively and steadily promote the exchange and mutual recognition of practicing qualifications with international or regional organizations, and strive to make positive contributions to the construction and development of the practicing qualifications system of the Ministry of Housing and Urban-Rural Development.
